Foreign Office, November 4, 1908.
I AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 30th ultimo, inquiring whether the 1st January, 1909, has been finally chosen as the date on which the International Opium Commission is to assemble at Shanghae. Sir E. Grey is not aware of any change having taken place in the date proposed, but he will lose no time in putting an inquiry to the American Ambassador in asking his Excellency for a reply to the note from this Department of the 19th August last, in which a request was made for information as to the final wishes of the American Government regarding the scope and procedure of the Commission.
